In efforts to ensure every child has equitable access to high-quality childcare, the Virginia Department of Education (VDOE) has established a unified measurement and improvement system known as VQB5. It is required that all publicly-funded programs participate in VQB5.

According to the VDOE, VQB5 will measure the teacher-child interactions and instruction in a developmentally-appropriate way using the Classroom Assessment Scoring System (CLASS). 

CLASS observations must be conducted by a certified individual who has attended a CLASS Observation Training and has passed a CLASS Reliability Test within the past year.
